Below is a simple step-by-step guide to help you understand the process.
Begin with a Learner Permit
Minimum age: 15 years old.
- Gather required documents: proof of identity, Social Security number, and two proofs of Utah address.
- Complete: the online application and schedule an appointment at the Utah Driver License Division (DLD): https://dldapply.ps.utah.gov/?appt=learner
- At your appointment: your photo will be taken, pass a vision test, and pass the 50-question written knowledge test. Use the Utah drivers handbook as the best study guide for your permit test: https://dld.utah.gov/wp-content/uploads/Driver-Handbook-2025.pdf
- Pay the fee (permit fee) and if under 18, have a parent or legal guardian sign the application. (with your permit you can begin supervised driving)
- If age 15-17: You must have a supervising driver in the front seat (parent/guardian/licensed instructor) while driving.
- If age 18+: A licensed driver age 21+ must sit next to you.
Complete Driver Education (and Practice Driving)
For ages 15-18:
- Taking a state-approved driver education course is required.
- You must hold your learner permit for at least 6 months if you’re 15-17 before you can apply for a full license.
- You must log the required supervised practice driving hours (for example: 40 hours total, with 10 at night) while you hold your permit.
For age 19+ or adult learners:
- If you choose not to take driver education, you must hold your permit for at least 90 days and complete at least 40 hours of supervised driving, including 10 hours at night.
- If you do take driver education even at 19+, you may be eligible to shorten the permit-holding period.
Pass the Tests & Apply for Your License

- Schedule and pass the driving skills test by an approved third party driving company or DLD offices (road/behind-the-wheel test) once you’re ready.

- You’ll get a temporary permit or license card the same day; your full license will be mailed to you.
